I may add that Mr. Moorhead states that "the decrease in *1897 was probably due to the opening of the new West River ports

From Mr. Moorhead's table, which unfortunately has not been retained in the annual Returns of Trade, it appears that the figures for 1898 (when collection was made at Capsulmoon, etc.) and for 1901 (when collection was made at Taishan, etc.) were almost identical:

while as regards the destribution between the several stations

(a) in 1898 Capsuimoon and Changchow collected in all Tls. 307,354: but these stations were replaced by those at Taishan and Lintin which in 1901 collected Tls. 301,666 1.e. very nearly the

same amount.

(b) in 1898 Fotochow and Kowloon collected in all Tls.31,252:

but these stations were replaced by those at Samun, Saüchung, Shan-

chun and Shatowkok which in 1901 collected Tls. 49,794 1.0. a

considerably increased sum,

There is, however, little doubt that the removal of the

Customs stations from Capsuimoon, etc., to Taishan, etc. has greatly

increased the cost of collection: but, as the Customs publish no figures as to their expenditure, it is impossible to ascertain what loss has been caused to them by the lease of the Now Territories. I have been told by credible informants that the Customs have never yet succeeded in making their "Kowloon station" pay.
